Immigration authorities arrested Lawrence Ke Sy, president, largest incorporator and majority shareholder of Maxipro Development Corp., on June 27, although the arrest was only disclosed to the public on Monday.
Maxipro is a contractor involved in projects for the National Grid Corp. of the Philippines (NGCP), the privately owned company responsible for operating, maintaining and developing the country’s state-owned power grid.
Authorities did not disclose how Sy was captured but presented documents they said were fraudulently obtained to support his alleged claim to Philippine citizenship, including a Philippine passport, birth certificate, marriage certificate and records from the National Bureau of Investigation and the Land Transportation Office.
Investigators also uncovered an Alien Certificate of Registration Identity Card issued to Sy in 2009 that identified him as a Chinese national born in Fujian province.
“He was immediately taken into custody. He is now facing a case for undesirability for allegedly misrepresenting himself as a Filipino. Cases involving foreigners who use Philippine documents to pretend or misrepresent themselves as Filipinos are considered violations of immigration laws,” Bureau of Immigration spokeswoman Dana Sandoval was quoted by news outlet Bilyonaryo as saying.
According to the Bureau of Immigration, citing Securities and Exchange Commission records, Maxipro’s 2026 General Information Sheet showed Sy owned 88.8 per cent of the company’s shares, down from 98.8 per cent in 2025.
