The Ministry of Home Affairs Thursday issued an order appointing Indian Administrative Services (IAS) officer Ashish Kundra as the Ladakh Chief Secretary with effect from January 1, 2026, or from the date he assumes charge, whichever is later. Kundra, a 1996-batch officer of the AGMUT (Arunachal-Goa-Mizoram and Union Territory) cadre was currently serving as Principal Secretary to Lieutenant Governor of Delhi, Vinai Kumar Saxena.
Kundra’s transfer comes in the wake of the upcoming retirement of Dr Pawan Kotwal, who is the incumbent chief secretary in the Union Territory. Prior to his appointment as Principal Secretary to Delhi L-G, Kundra has served in various capacities in the Delhi government. He has also served in Mizoram, Chandigarh, Arunachal Pradesh, and Dadra and Nagar Haveli and Daman and Diu.
Kundra will take charge in Ladakh in the backdrop of violent protests over demands of statehood, and inclusion in the Sixth Schedule of the Constitution. The Leh Apex Body has been in talks with the Ministry of Home Affairs over the demands.
