Prosecutors say Jacob Carter and two brothers from Mount Vernon, Quadri and Anwar Salahuddin, submitted greater than 1,000 purposes for loans from the Small Enterprise Administration simply after the COVID-19 pandemic shut every thing down in early 2020.
