German coalition to allow licensed sale of cannabis

Germany’s incoming government will allow the sale of cannabis to adults for recreational purposes, the coalition’s final agreement confirmed today. 

Under the new government of the Social Democrats (SPD), Greens and Free Democrats (FDP), the controlled supply of cannabis will be allowed — but only in licensed shops. The move, trailed in German media before the final agreement was signed, marks a significant change in the country where cannabis has only been allowed for limited medical use.

The FDP has touted the benefits that legalization could bring to Germany, including extra revenue for the government. The Greens have pushed a goal to “drain the black market for cannabis and reduce organized crime.”

The SPD has been more cautious, however, calling for projects to would regulate distribution to adults, which would allow the government to assess the impact of legalization. 

According to a study by the University of Düsseldorf, legalizing cannabis could bring Germany more than €4.7 billion in additional annual revenue. German police unions, however, have opposed its legalization.

The coalition’s plan will include re-evaluating the law after four years and the expansion of harm reduction measures. Alongside this, the government will tighten regulations for marketing and sponsorships related to cannabis, alcohol and nicotine.
