Rabat – The Embassy of India in Rabat celebrated the Indian Technical and Economic Cooperation (ITEC) Day on October 30.
Bringing together Moroccan officials, former participants in Indian training programs, and diplomatic representatives to highlight growing cooperation between the two countries in technology, skills development and public administration, the event focused on India’s contribution to Morocco’s digital transformation, particularly through cooperation on digital identity systems and the development of public infrastructure.
India’s Ambassador to Morocco, Sanjay Rana, described ITEC as a flagship initiative of India launched in 1964 to share the country’s technical expertise, development, and professional experience with partner nations.
Rana said more than 900 Moroccan professionals have benefited from the program over the years. In 2026, Moroccan officials participated in specialized training covering artificial intelligence, data analytics, cybersecurity, digital forensics, quantum-safe computing, financial auditing and disaster risk management.
Capacity building goes beyond professional training, the ambassador stressed, noting that equipping public officials with practical skills can strengthen institutions, improve governance and support national development.
Former Minister Delegate to the Minister of the Interior Noureddine Boutayeb highlighted cooperation between India and Morocco in Digital Public Infrastructure, particularly Morocco’s National Population Register (RNP).
He recalled Morocco’s use of Indian expertise in digital identity systems, including Aadhaar, through cooperation with the International Institute of Information Technology Bangalore and its Modular Open Source Identity Platform (MOSIP).
The partnership was formalized through an agreement signed in Rabat in August 2018, during Boutayeb’s tenure. It allowed Morocco to draw on India’s technological experience while developing a digital identity system adapted to its national needs.
The RNP also serves as a foundation for Morocco’s Unified Social Register (RSU), which helps identify beneficiaries and improve the delivery of social protection programs.
Abdessamad Tajerramt, head of the Asia Division at Morocco’s Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, highlighted the longstanding relations between the two countries and the importance of maintaining exchanges and professional training opportunities.
The celebration also brought together Moroccan alumni of ITEC programs, who shared their experiences of training in India and the professional knowledge they gained.
The Embassy said the initiative’s impact extends beyond individual participants, as returning professionals bring new expertise to their institutions while maintaining connections that contribute to stronger bilateral relations.
