China introduced 11 idea papers which proposed methods to handle the Second Thomas Shoal and fishing points in Scarborough Shoal, the Manila Instances reported, quoting the Chinese language official.

The overseas ministry denied the Chinese language official’s claims, saying, “by no means did the Philippine Authorities ignore China’s proposals.”
