Outgoing Pakistani government passes over 41 promotion-eligible bureaucrats

The outgoing government convened the Central Selection Board (CSB) a few days before the dissolution of the National Assembly and appointed the president of the Federal Public Services Commission (FPSC) on July 19.
The Establishment Division notified Shahid Ashraf Tarrar as the new Chairman of the FPSC until January 17, 2024. The Chairman chairs the CSB and the position has been vacant since December last year.
However, the establishment division was apparently not prepared to complete the hectic exercise, which officials said normally takes months to plan for, and was therefore unable to complete the paperwork on time, Dawn reported.
As is standard practice, the division reports bureaucrats expecting promotion about any deficiencies in your file and helps them eliminate objections to your candidacy.
But this time they did not have enough time to finish the exercise, so at least 41 officers who were waiting promotion has been ignoreed, Dawn reported citing sources.
Between 1 and 4 August, the CBS considered the promotions of several cadres, which were notified on August 11, reported the Alba.

The Board recommended the promotions of officers in PAS, Police Service of PakistanForeign Service of PakistanInter-Services Intelligence, Inland Revenue Service and Pakistan Customs Service.
The CBS also recommended the promotion of 42 officers ex-cadre to grades 20 and 21.
Of those who could not be promoted, 33 officers were not considered as their asset declaration forms were not entered into the CSB register.
The division of establishments has a wing dedicated to the processing of asset declarations of bureaucrats and, in the event that an officer does not file the form on time, the appropriate department informs them of the deficiency by phone, email or certified mail, Dawn reported.
Some officers Dawn spoke with said that this time, the establishment division did not inform them of any deficiencies in her record.
An officer told Dawn that the asset declaration form was not part of the service record and that the CSB had deferred its promotions without any legal justification, Dawn reported.
When contacted, a senior official in the establishment division said the outgoing government had insisted on calling the CBS meeting before the dissolution of the National Assembly. This did not give the division enough time to complete the hectic exercise.
Establishment division spokesperson Miandad Rahooja said that the Career Planning (CP) Wing makes all the necessary arrangements for CSB meetings and referred inquiries about the recent CSB to officials. of the CP Wing.
However, a CP wing official claimed that Assistant Secretary Miandad was the department’s spokesman and the only one authorized to speak officially on behalf of the division. (ME TOO)
