The Spanish international goalkeeper leaves for Arsenal as a rival to the current number 1 Aaron Ramsdale.
The deal is expected to see Raya move to London for an initial loan fee of £3m with the option to make the move permanent for a further £27m next summer.
Raya has one year left on his contract with Brentford and will now extend it before transfer.
The 27-year-old said goodbye to staff at Brentford’s Jersey Road training ground on Wednesday and is now due to have a medical with Arsenal on Thursday.

Mikel Arteta is eager to compete in his squad and Ramsdale is just the last to see their position come under pressure if Raya is signed.
Although Matt Turner has impressed for USMNT recently in the Gold Cup, he wasn’t seen on the same level as Ramsdale, or even Raya.
Raya’s confidence with the ball at his feet is also crucial, while Ramsdale suffered a dip in form last season since his debut campaign at the club and some of his mistakes proved costly.
It could be that some competition is exactly what is required to challenge you to new heights.
