The center gives new impetus to lateral recruitment and decides to recruit 17 specialists from the private sector

Giving new impetus to its ambitious plan to infuse private sector talent into its departments, the Center has decided to hire 17 senior staff through the side-entry mode.

The Department of Personnel and Training (DoPT) has asked the Union Public Service Commission (UPSC) to bring these senior private sector officials into six departments at the level of assistant secretaries, directors and contract undersecretaries, officials said Tuesday. . .

This is the fourth recruitment drive of its kind that the Narendra Modi government that in 2018 had started side entry, known as the appointment of specialists from the private sector in government departments, to attract new talent and increase the availability of manpower.

The posts of Assistant Secretaries, Directors and Under-Secretaries are generally held by officers from the All-India and Group A services, among others.

The last recruitment will be in the Department of Health and Family Welfare of the Ministry of Health and Family Welfare, Ministry of Energy, Department of Rural Development of the Ministry of Rural Development, Ministry of Agriculture and Farmer Welfare, Department of Financial Services of the Ministry of Rural development. Ministry of Finance and Ministry of Statistics and Program Implementation, the officials said.

The proposed hiring is in addition to the 20 specialists of this type (four deputy secretaries and 16 deputy directors/secretaries) that are sought to be incorporated through lateral contracting. UPSC already issued an announcement to fill these positions on May 20.

Now, based on the request received from the DoPT, UPSC will fill an additional 17 positions at the assistant secretary/director/assistant secretary level by contract, the officials said, citing a government memo on the matter.

A detailed announcement and instructions for candidates will be uploaded to the Commission’s website on June 3, 2023. Interested candidates may apply from June 3, 2023 to July 3, 2023.

Candidates will be shortlisted for the interview based on the information provided by them in their online application and must ensure that such information is correct, according to the official note.

In June 2018, the Ministry of Personnel invited applications for 10 joint secretary rank posts through the side entry mode for the first time. Recruitment for these positions was also done by UPSC.

The Commission re-recommended in October 2021 31 candidates for the appointment of Assistant Secretaries (3), Directors (19) and Under-Secretaries (9) in different central government departments, as part of the second side-entry recruitment tranche.

On May 20, the process for said contracting began for the third time with the issuance of a detailed notice by the UPSC.
