The ANU's Professor John Blaxland says the issues of today are "much more linked to the issue of contestation" and it's hard to tease out economics from strategy at the moment.

"We're seeing that manifest in Australia particularly with the sanctions, the trade sanctions that are clearly not about trade but are about punishment and exertion of Chinese power," he said.
