On Thursday morning, a tropical depression formed in the Atlantic Ocean. Tropical Depression 4 was located about 1,395 miles east of the Lesser Antilles and had maximum sustained winds of 35 mph. The system was moving toward the west at 12 mph. WESH 2 Meteorologist Kellianne Klass says it is expected to become a tropical storm, Cindy, later Thursday or Friday.
