Upper Crust and Caffè Ritazza owner to cut 5,000 jobs

0

The owner of Upper Crust and Caffè Ritazza is to axe 5,000 jobs after suffering heavy losses in the coronavirus crisis lockdown.

SSP Group said the cuts, which represent about half of its workforce, are part of a wide-sweeping restructuring aimed at keeping the catering company afloat.

It follows a dramatic fall in domestic and international travel, which has hit its cafes based at railway stations and airports.

The news continues a grim week of job losses across the travel industry. On Tuesday the planemaker Airbus announced plans to cut as many as 15,000 jobs – including 1,700 in the UK. EasyJet said it was planning to cut up to 727 pilot jobs and up to 1,200 cabin crew jobs across the UK and close its bases at Stansted, Southend and Newcastle airports.

However, retailers have also taken a hit. The furniture chain Harveys and the shirt maker TM Lewin have called in administrators, resulting in the immediate loss of more than 800 jobs, with more than 1,300 others at risk.

Commissioner Sinkevičius starts discussions on fishing opportunities for 2021 at #AgrifishCouncil

0

Environment, Fisheries and Oceans Commissioner Virginijus Sinkevičius (pictured) presented on 29 June at the EU Agriculture and Fisheries Ministers videoconference the Commission’s recent communication on sustainable fishing and orientations for 2021.

The debate with ministers started the new round of discussions and negotiations on fishing opportunities for the coming year. As also outlined in the Commission’s Communication, this year is the year when fish stocks have to be managed in line with the maximum sustainable yield target, i.e. ensuring sustainable levels of fishing.

Thus, this will be the main objective in the proposals for the Atlantic, North Sea and Baltic Sea stocks. Commissioner Sinkevičius also spoke to the ministers about the implementation of the landing obligation which despite being a win-win situation for fishermen and for the environment, remains a strong concern. On Brexit, he stressed that unity and a strong common position is needed to defend EU’s interests.

Finally, the Commissioner talked to ministers about the bycatch of dolphins, porpoises and other protected species. EU legislation, both nature and fisheries rules, already offers all necessary tools to member states and in particular for the regions to tackle this problem effectively. In addition, the EU Biodiversity Strategy 2030 underlines the need to eliminate bycatch of species threatened with extinction or to reduce it to a level that allows their full recovery. A press statement by Commissioner Sinkevičius is available here.

Fireworks complaints are skyrocketing in New York City, soaring in San Francisco and up 600% in Milwaukee. But, why?

CLOSE

Macy’s has staged several secret fireworks displays across New York up until the Fourth of July to keep crowds from gathering during the pandemic.

Storyful

Macy’s announced Monday that it would launch fireworks from undisclosed locations in New York City this week, capping a month filled with unexplained fireworks use and a surge in complaints across the U.S.

By not promoting locations, Macy’s spokesman Orlando Veras told USA TODAY that the company will be able to “mitigate the forming of large crowds in anticipation of the display.”

But the announcement comes on the heels of a rise in fireworks complaints in the Big Apple, where complaints have soared to 13,109 this June, compared to just 32 last June, ABC News reported.

New York City isn’t alone.

Complaints skyrocketed in Boston, where Mayor Marty Walsh reported 7,844 calls about fireworks through June 24. Across the country, San Francisco had received 2,733 complaints as of June 22, the San Francisco Chronicle reported.

‘Unprecedented’: Fireworks sales are booming nationwide due to COVID-19

In Milwaukee, complaints about fireworks have grown more than 600% as people report hearing periodic small explosions, reported the Milwaukee Journal Sentinel, part of the USA TODAY Network.

“Anecdotally, it’s been every night,” Milwaukee Alderman Bob Bauman told the newspaper. “Multiple locations. All amateurs because there are no official fireworks.”

The rise in fireworks complaints may be correlated to the rise in sales.

Commissioner Dana Baiocco, who works for the Consumer Product Safety Commission, told USA TODAY that she reached out to several fireworks trade associations and was told sales have “definitely increased for consumer fireworks.”

William Weimer, vice president of Phantom Fireworks, told USA TODAY that despite COVID-19 closures until late May, the fireworks seller had the “strongest early season sales we’ve ever had in our company’s history.”

The booms have generated buzz on social media: Given the frequency and intensity of the fireworks, coupled with the increase in protests against police brutality throughout the month, some users are suspicious.

Dogs and fireworks: We can help them, and here’s how

One theory that gained widespread attention on social media proposed that the fireworks were “a coordinated attack on Black and Brown communities by government forces; an attack meant to disorient and destabilize the #BlackLivesMatter movement.”

The boom in Phantom’s sales, however, started about two weeks before the protests, said Weimer, dismissing such a theory.

It’s not likely professional operators, either, Weimer said. While fireworks sales and possession laws vary widely by state, professional-grade fireworks can only be purchased with a license, and typically only special equipment can be used to launch them.

He attributed the boom to three factors: People are anxious to get out of their houses, “there’s not a whole lot to do,” and that many municipal shows have been canceled.

“People are anxious to get out and do something,” Weimer said. “There’s just not a tremendous amount of opportunity to get involved in activities and fireworks are fun. If they’re used safely and properly, they can be a lot of fun, good, wholesome family entertainment.”

While Macy’s acknowledged concern over illegal fireworks, Veras said “our displays are sanctioned and produced in partnership with a number of safety and security agencies, as well as the City of New York.”

“Displays will launch from local waterways or buildings at significant central locations in the five boroughs. Additionally, the displays are only five minutes long and will be launched at appropriate times in the evening, not in the late-night hours,” he said.

Harsh Penalties, Vaguely Defined Crimes: Hong Kong’s Security Law Explained

0

The sweeping new national security law that China imposed on Hong Kong, aimed at stamping out opposition to the ruling Communist Party in the former British colony, is as “devastating” as some critics feared, a human-rights activist said on Wednesday.

Conceived in secrecy and passed on Tuesday without serious public input, the law sets up a vast security apparatus in Hong Kong and gives Beijing broad powers to crack down on a variety of political crimes, including separatism and collusion. In what will be an early test of the law, a man was arrested during demonstrations on Wednesday after he unfurled a flag calling for Hong Kong independence. The police said on Twitter that the act had violated the new security law and was “the first arrest made since the law has come into force.”

The law is likely to usher in a new era for Hong Kong, experts say, in which civil liberties are tightly constrained and loyalty to the party is paramount. “All in all, this is a takeover of Hong Kong,” said Jerome A. Cohen, a New York University law professor who specializes in the Chinese legal system.

Here’s a guide to the new rules.

The security law, which includes 66 articles and more than 7,000 words, takes direct aim at the spirited antigovernment protests that have convulsed Hong Kong over the past year, prescribing harsh penalties for the tactics commonly used by demonstrators.

As they led a monthslong campaign last year to resist what they called Beijing’s encroachment on Hong Kong’s civil liberties, protesters worked to disrupt the city’s reputation for efficiency and orderliness. Some groups attacked police stations, vandalized shops and restaurants and briefly paralyzed the airport.

Under the new law, damaging government buildings would be considered an act of subversion punishable by life imprisonment in “grave” cases. Sabotaging transport would be deemed a terrorist activity punishable by life in prison if it harms other people or causes significant damage to public or private property.

The four major offenses in the law — separatism, subversion, terrorism and collusion with foreign countries — are ambiguously worded and give the authorities extensive power to target activists who criticize the party, activists say.

“The law is devastating in that it appears to have no bounds,” said Sophie Richardson, the China director at Human Rights Watch. “Hong Kong activists, accustomed to operating in mostly rights-respecting environment, now face a frightening void.”

Hong Kong’s residents have long cherished the city’s independent judiciary, a legacy of British colonial rule that stood in stark contrast to the secretive, party-controlled courts in mainland China.

Under the security law, however, Beijing has given itself wide latitude to interfere in Hong Kong’s legal affairs. The legislation will install in Hong Kong a formidable network of security forces controlled by Beijing, including a national security agency, a national security committee and a special prosecutorial office.

Under the legislation, the central government in Beijing can intervene in national security cases, especially during crises or if a case is deemed “complex.” The law says defendants in important cases could stand trial before courts in mainland China, where convictions are usually assured and penalties are often harsh. Trials involving state secrets could be closed to the news media and the public.

The law could bring to Hong Kong many harsh legal practices common in mainland China, experts said. Broadly, the law says that the rights of suspects and defendants in national security cases should be respected. But apart from a presumption of innocence and the right to defend oneself, it does not offer much clarity on those protections, leaving open the danger that some of the harsh, unaccountable practices common on the mainland could spread to Hong Kong.

“As a national security suspect, you can be locked up for as long as six months incommunicado, subject to torture, coerced confession, no access to counsel or family or friends, before the police decide whether to process you for a crime,” said Mr. Cohen, the law professor, speaking about practices common in mainland China.

Beijing has repeatedly sought to portray the unrest in Hong Kong as the work of foreign countries, especially the United States, accusing them of taking part in a plot to sow chaos in China and topple the Communist Party. Chinese officials have spread unfounded conspiracy theories suggesting that Western countries are funding and directing the activists.

Several parts of the security legislation take aim at the perceived role of foreigners in political activism in Hong Kong.

The new rules apply even to those who are not residents of Hong Kong, with Article 38 suggesting that foreigners who support independence for Hong Kong or call for imposing sanctions on the Chinese government could be prosecuted upon entering Hong Kong or mainland China.

The law also states that national security officials in Hong Kong will “take necessary measures to strengthen the management” of foreign nongovernmental organizations and news outlets in the territory. And, the legislation does not offer specifics.

The legislation seems to be aimed at silencing criticism of the party’s policies in Hong Kong among rights activists, journalists and government officials outside China, experts said.

“The law’s broad extraterritorial scope could well have a chilling effect on overseas NGOs, limiting their ability to partner with Hong Kong groups on sensitive issues like human rights and political reform,” said Thomas E. Kellogg, executive director of the Center for Asian Law at Georgetown University.

Mr. Kellogg said that more restrictions on nongovernmental groups working on issues like human rights, the rule of law and the democratic development in Hong Kong were likely to emerge in the coming months.

The provisions targeting foreigners will most likely worsen tensions between China and the United States, with relations already at their lowest point in decades. The Trump administration has promised a series of punishments in retaliation for the national security legislation, including visa restrictions and limits on exporting defense technology.

On Tuesday, Secretary of State Mike Pompeo criticized the passage of the legislation, tweeting: “The CCP’s draconian national security law ends free Hong Kong and exposes the Party’s greatest fear: the free will and free thinking of its own people.”

He also said in a statement, “The United States will not stand idly by while China swallows Hong Kong into its authoritarian maw.”

Hong Kong marks handover anniversary under shadow of security law

Hong Kong officials marked the 23rd anniversary of the territory’s return to China on Wednesday hours after Beijing’s imposition of a new national security law that drew defiant protests and international condemnation.

Chief Executive Carrie Lam joined her predecessors and other officials at the harbour’s edge for a flag-raising ceremony and a reception for specially-invited guests, as the territory’s annual pro-democracy march was banned for the first time.

In her speech, Lam praised the new law as “the most important development” in the relationship between Beijing and Hong Kong since the 1997 handover, saying it is “necessary and timely” move to restore stability.

She defended the legislation, which came into force overnight after being rushed through China’s rubber-stamp parliament as “constitutional, lawful, sensible and reasonable”.

In a press briefing following the ceremony, Zhang Xiaoming, the Executive Deputy Director of the Hong Kong and Macao Affairs Office, said suspects arrested under the law would be tried in the mainland, adding that Hong Kong’s legal system could not be expected to implement the laws of the mainland.

Spreading “rumours” and “directing hatred” towards the Hong Kong police Among transgressions could be among transgressions potentially prosecuted and punished under the new law, he said.

Amid threats of possible arrest, protesters gathered near the conference centre where the ceremony was held, carrying banners and shouting their opposition to the new law, which seeks to punish crimes of secession, subversion, terrorism and collusion with foreign forces with punishments including life in prison.

Protest banned

Authorities barred civil society’s annual demonstration, citing a ban on gatherings of more than 50 people because of the coronavirus, but many activists have said they will defy the order and march later in the afternoon.

As of 0500 GMT, police officers were seen making arrests, including Democratic Party legislator Andrew Wan, who was seen being led by police in handcuff. Images on social media also showed police using pepper spray on Wan’s face.

At the city’s Causeway Bay area, one man reportedly become the first person arrested by police for violating the new law, after a search reportedly yielded a “Hong Kong independence” flag.

The annual rally is traditionally held to air grievances about everything from sky-high home prices to what many see as Beijing’s increasing encroachment on the city’s freedoms.

“We march every year, every July 1, every October 1 and we will keep on marching,” said pro-democracy activist Leung Kwok-hung.

However, police were seen setting up cordon lines and blocking the area where the banned annual march was supposed to start at 0600 GMT.

On July 1 last year, hundreds of protesters stormed the city’s legislature to protest against a now-scrapped bill that would have allowed extraditions to mainland China, ransacking the building. The protests continued throughout the year with rally-goers demanding universal suffrage as promised in the territory’s Basic Law or mini-constitution.

Critics fear the legislation, which was only made public after it was passed, will outlaw dissent and destroy the autonomy promised when Hong Kong was returned from the United Kingdom to China in 1997.

Al Jazeera’s Katrina Yu, reporting from Beijing, said that the speed at which the new law was crafted and passed proved China’s “determination to stamp out” Hong Kong’s pro-democracy movement, which it sees “as too much of a threat” to the central government’s power.

She said that China may have lost patience over the last year, as the protests continued.

The legislation radically restructures the relationship between Beijing and Hong Kong envisaged under the so-called “one country, two systems” framework, obliterating the legal firewall between the city’s independent judiciary and the mainland’s party-controlled courts.

It empowers China to set up a national security agency in the city, staffed by officials who are not bound by local laws when carrying out duties.

  • Crimes of secession, subversion, terrorism and collusion with foreign forces punishable by up to life in prison.
  • Companies or groups that violate national security law will be fined and could have operations suspended.
  • Damaging certain transportation vehicles and equipment will be considered an act of ‘terrorism’.
  • Anyone convicted of violating security legislation will not be allowed to stand in any Hong Kong elections.
  • The activities of a new national security agency and its personnel in Hong Kong will not be under the jurisdiction of local government.
  • Authorities can surveil and wiretap persons suspected of endangering national security.
  • The law will apply to permanent and non-permanent residents of Hong Kong.
  • The law says the management of foreign NGOs and news agencies in Hong Kong will be strengthened.

It outlaws four types of national security crimes: subversion, secession, terrorism and colluding with foreign forces to endanger national security.

The full text of the law gave three scenarios when China might take over a prosecution: complicated foreign interference cases, “very serious” cases and when national security faces “serious and realistic threats”.

“Both the national security agency and Hong Kong can request to pass the case to mainland China and the prosecution will be done by the Supreme People’s Procuratorate and the trial will be in the Supreme Court,” the law stated.

“No matter whether violence has been used, or the threat of violence used, leaders or serious offenders will be sentenced for life imprisonment or a minimum of 10 years in jail,” it said.

“The Hong Kong government has no jurisdiction over the national security agency in Hong Kong and its staff when they are discharging duties provided in this law,” it added.

The text also specified that those who destroy government facilities and utilities would be considered subversive. Damaging public transportation facilities and arson would constitute acts of “terrorism”. Any person taking part in secessionist activities, whether organising or participating, will violate the law regardless of whether violence is used.

The law also said certain national security cases could be held behind closed doors without juries in Hong Kong if they contained state secrets, although the verdict and eventual judgements would be made public.

The legislation has drawn international condemnation with US Secretary of State Mike Pompeo accusing China of “paranoia” and saying the law “destroys the territory’s autonomy and one of China’s greatest achievements”.

The introduction of the law also demonstrated that China’s commitment to international treaties, such as the Sino-British Joint Declaration, were “empty words”, Pompeo added.

Meanwhile, Taiwan opened an office on Wednesday to help people fleeing Hong  Kong, with a senior minister saying the self-ruled island would continue to support people in the territory.

“This is an important milestone for the government to further support democracy and freedom in Hong Kong,” said Chen Ming-tong, the head of Taiwan’s China-policy making Mainland Affairs Council.

Al Jazeera’s Adrian Brown, reporting from Hong Kong, said that residents of the city probably felt that the new law was “a lot more far-reaching than they imagined, (and) many are “still trying to figure out how it will impact their lives.”

“Make no mistake. This is a law that will going to affect everyone in Hong Kong.”
